Almost certainly!
The last leg of the grand prix, scheduled for December in Karlovy Vary, has been cancelled. The next leg had already been cancelled. That leaves one tournament in Elista scheduled for August, but Elista already picked up a tournament when Qatar cancelled last year. There are theoretically two backup cities - Tehran and Istanbul, but clearly that isn't worth very much or they would have replaced Qatar in the first place. It isn't at all certain that any of the three legs of the grand prix scheduled for this year can actually take place.
The only thing that is absolutely certain is that FIDE is killing professional chess. ARGH!
